This is an air tank that Phoenix and Maya found in the bushes by the Boat Rental Shop whilst using a metal detector. Some flags from a display closeby are wrapped around it and the tank itself is empty.

Phoenix later discovers that the tank belonged to Larry, and that on December 20th, whilst he was trying to fill up an inflatable for his display, the valve on the tank broke and caused the tank, along with the inflatable, flew into the air.
